The Licensed Person must carefully design, document and effectively implement its AML/CFT Program based on the Standards in this Chapter at a minimum and the results of its ML/FT risks assessment in accordance with Paragraph 16.2; and

The Licensed Person must implement additional AML/CFT procedures, systems, controls and measures as appropriate to the risk profile of its business.
